A global glitch in the PHP programming language, which has caused widespread technical disruptions across the world, has hit Bangladesh, affecting the Ministry of Liberation War Affairs' Management Information System (MIS) software.
As a consequence of the technical breakdown, the release of the October honorarium for freedom fighters has been suspended. Beneficiaries have not received their allowances up to the time of filing this report.
Ministry issues notification expressing regret over temporary suspension
In an official notification, the Ministry of Liberation War Affairs confirmed that the MIS portal containing freedom fighters' database records (mis.molwa.gov.bd) remains temporarily shut down due to technical complications.
The notification stated that the software will resume operations once technical issues are rectified and necessary system audits are completed. The ministry expressed regret for the temporary inconvenience caused to the beneficiaries.
Public Relations Officer of the Ministry of Liberation War Affairs, Md. Shakiluzzaman, urged the public not to pay heed to rumors or speculation surrounding the delay. Speaking to journalists, he stated, “the ministry's ICT division is actively working to resolve the issue.”
He assured that the ministry remains fully committed to the welfare of freedom fighters, adding that the technical complications are expected to be resolved shortly and honorarium payments will be deposited directly into bank accounts immediately after system restoration.
Ministry orders urgent reconstitution of honorarium scrutiny committees
Meanwhile, the Ministry of Liberation War Affairs has directed relevant authorities to urgently reconstitute upazila and metropolitan level committees to ensure smooth and transparent distribution of freedom fighter honorariums.
According to an official letter issued on November 1 by Welfare Branch-2 of the ministry, District Commissioners (DCs) and Upazila Nirbahi Officers (UNOs) were instructed to take necessary actions on a priority basis. The letter cited directives from the Prime Minister’s Office regarding the necessity of restructuring field-level committees under the ministry.
The communication highlighted that paragraph 6 of the 'Freedom Fighter Honorarium Distribution Order, 2020' mandates the formation of upazila-level and metropolitan-level committees to verify and screen applications submitted by freedom fighters or their beneficiaries.
The ministry emphasized the immediate reconstitution of these committees in accordance with relevant rules and guidelines. While administrative procedures have been initiated through instructions to local executive officers, the exact timeframe for completing the committee restructuring process has not been specified.
