Officials of 25 cadres of the civil service observed an hour-long work abstention on Tuesday protesting the introduction of quota system in the deputy secretary pool proposed by the Public Administration Reform Commission, exclusion of education and health cadres from the civil service and the establishment of a ministry.
The “Inter-Cadre Discrimination Elimination Council” organized the program, held nationwide from 11am to 12pm.
Officials from all cadres except the Administration participated.
The Public Administration Reform Commission recently proposed a 50% quota for the Administration cadre in the Deputy Secretary pool, with the rest filled through exams, and recommended excluding education and health cadres from the civil service.
The council opposed these decisions, made without consultation, and announced protests, including a strike.
