The Planning Commission has given preliminary approval to a Tk3 lakh crore Annual Development Programme (ADP) for the 2026-27 fiscal year, prioritising the education, health, transport, power and local government sectors.

The approval came at an extended meeting of the commission today (9 May) chaired by Finance and Planning Minister Amir Khosru Mahmud Chowdhury.

However, the commission has called another extended meeting on 16 May before finalising sector-wise allocations.

Based on the recommendations from the meeting, the proposed development budget will be placed for final approval at a meeting of the National Economic Council (NEC) on 18 May, to be chaired by Prime Minister Tarique Rahman.

According to a paper prepared by the Implementation Monitoring and Evaluation Division (IMED) of the Planning Commission, the proposed ADP size for FY2026-27 has been fixed at Tk3 lakh crore.

Of the total allocation, Tk1.90 lakh crore, or 63.33%, will come from the government’s own funds.

The remaining Tk1.10 lakh crore is expected to come through foreign loans and grants.

In addition, autonomous bodies and state-owned corporations are expected to contribute Tk8,924 crore from their own funds, taking the overall development budget size to more than Tk3.08 lakh crore.

According to the Planning Commission’s sector-wise allocation analysis, the transport and communication sector received the highest proposed allocation of Tk50,092.53 crore, accounting for 16.70% of the total ADP.

The education sector received the second-highest allocation, with Tk47,591.12 crore proposed, representing 15.86% of the total outlay.

The health sector is set to receive Tk35,535.50 crore, or 11.84% of the total ADP.

Meanwhile, Tk32,691 crore has been proposed for the power and energy sector, while the housing and community facilities sector is expected to receive Tk20,361 crore.

Combined, these five sectors account for nearly 62% of the total ADP allocation.

Planning Commission officials said the increased allocations for education and health reflect the government’s focus on human resource development, creating a skilled workforce and strengthening social security.
